1. Below the text layer, create a new transparent layer.
2. Right click the text layer > Alpha to selection
3. On Select in top rhs, choose grow and set an appropriate number (2-10px)
4. Select transparent layer and use bucket tool fill it with an appropriate color (here a bright green)
5. Now Select > None
6. Filters > Blur > Gaussian blur
